Installing Talib was creating issues in installation, so it was removed
and .whl file is given instead that installs Talib using other method.

The most probable reason I can see is the proxy is blocking the connection.
let me know if you are using an office laptop or network.
if yes… try to install the same on home pc, or try to do the installation on a server.
you may use AWS 2GB server… its free for first 3 months or so.
