Is it possible to sell deleivery stock using web hook api . ( ofcourse you need to have position before you sell ) , what i mean is is it possible to take a position and sell ( in delivery) using web hook api? because normally when you sell holding there are lot of steps invoved. So wondering if this is possible via api

Yes, it is possible to do the same. You just need to ensure that you have provided eDIS on that particular date or activated DDPI so that the order is not rejected.
On the JSON, you need to select product as Delivery while creating the order JSON.

It takes around 24-48 hours for DDPI to be activated. You should be getting confirmation email soon.
