What happens when a company does not file its quarterly reports to the exchanges one after the other?

If a company keeps missing its quarterly report filing to the exchanges deadlines for a certain number of times, does something automatic happen that asks for an explanation? Or do shareholders have to file complaints or petitions to the regulators by themselves?

If a listed company doesn’t meet its Corporate Responsibilities, do regulators automatically take action, or do shareholders need to sign off on it first?
